They often are covers for prostitution. Japanese law makes brothels illegal so you go and drink with the girl and then "tip" her and she meets you afterward for sex that "wasn't" paid for.

Yeah it's pretty much up to the girl, but if she's bitchy enough she'll sleep with you for money. Or perhaps just because she feels like. They're very open, as oposed to most Japanese girls.

Personally, I once started a conversation with a girl who happened to be a hostess and she was flirting pretty openly, and she wasn't even at work. She gave me her phone. Up to that moment, no one mentions sex but it is something that's understood.
