Phantom Hourglass was absolutely not announced at the keynote, to which this thread refers.

I am pretty sure Spirit Tracks was, but GDC is a big blurry mess to me really. Similarly Twilight Princess got its trailer in the long long ago...

GDC is pretty much one part job fair, one part place for developers to learn and share their craft, and one part binge drinking (they actually start serving drinks on the showroom floor at the end of the final day :-p).
