Yeah, think it will be at least announced. Maybe out for the holidays (Japan, not US).
Probably: Announced this year, out next year in Americas and Japan and out one or two years after that for Europe :(
I would definitely import it as soon as it's out in the US.

I'd rather expect that Persona 3DS is port of refreshed Persona 1 from PSP.

Yes if it is announced this year it's almost dentally going to be a TGS announcement with 2012 release in Japan and maybe a late 2012 release in the US.
