Resident Evil 2. IMO, RE4 and 5 are overrated, as RE games that is. Removing the Resident Evil name, however, they're great games.
And FYI guys, I've played every single Resident Evil game released.
Rockstar: Announce Bully 2 already and make gamers proud!
Kojima: Come out with Project S already!
Resident Evil 4!!! Granted it's the only one I've played, but the ones before it and after it seem lame.

resi 4 and 5 were action shooters....with one or two scary moments thrown in for good mesure

resi 4 and 5 were good action shooters, but by far the worst horror games of its series
