Well i have never played Duke Nukem before, and the new game is coming out and looks very interesting and heard 3D realms released the source code of Duke Nukem 3D on the internet. 

Does anyone know where i can download Duke Nukem 3D for free and can run on windows 7 64 bit

i found an dos version that run fine but the controls were bad and trying to change them was to confusing

Does it have to be free and on PC? You can get it cheap on XBLA.

why pay for an 15 year old game, i am no Nintendo fan

You don't get it for free, legally at least. But you can get it on GOG.com and Impulse Driven. Don't remember Impulse's price but on GOG.com, it costs $6, completely free of DRM.
