This is correct. It's why I always delete the comment of a user I'm about to permaban if I see the comment first. It'd be nice if this number could be fixed to remove banned user counts, but I don't know how much work it would entail...

I also only use it to delete spam comments. The line between trolling/flaming and a perfectly legal post is faint, and I don't want to overstep it without authority.
