Well that is common if you want to keep your CPU cool with such specs..

Also check your bios,or cpu software (if installed) to see if you can change how the fan reacts based on temperature. It may even be a little physical switch that is connected to the fan (part of the power cable)

They are the only three things that I can think of that will control your cpu fan.

i downloaded that sppedfan application and it shows that when I run media The temperatures are danferous the picture turns to a flame and core temps gets to like 55 derees celcius But i cant understand it the computer can run games smoothly as but it seems as though it cant handle them im only playing games like last remnant and kings bounty

Well I am not to sure hwo hot the new CPUS are meant ot be running these days. I don't know if 55 is dangerous levels or not for your CPU.

My older one would run at about 55 idle 70 with load on.

My current get AMD probably runs around 35-40degrees.

If the CPU temp is running high for your cpu, I reckon the heats  needs to be upgraded to something better, one that dissipates heat better (ie a copper one). Another issue could be that the heat sink gell isn't spread evenly or enough, meaning not all the rough gaps between the heat sink and CPU have been closed. Which makes the transfer of heat less efficient.

did you build your self or buy a prebuilt? What other fans are in the case? What kind of thermal past was used? If you can answer those I am sure we can find a solution You may need to redo the thermal past, it may have been put on improperly. You may need to get other fans in the case (preferably 120 mm as they make least sound). You may need to get an aftermarket cpu fan that is just less loud. All are fairly simple to do

I didnt build it but I choose all the parts and it was built the say i bought it about a month ago theres only one other fan at the back of the case

no idea about the thermal paste

yeah...thranx most likely has the right idea.

I suggest investing in an aftermarket heatsink as well. I have an AMD Phenom II X4 940, which runs at 3.0 ghz stock. With the stock heatsink and fan, it was touching 60 degrees when gaming. I got one of those Antec heatsinks for it and since have overclocked it to 3.6 ghz...with temps running in 50-55 range most of the time.

It could be that the paste weren't even applied, lol.

Buy some paste and then take aparts the fan/heatsinks to check.

gpu shouldn't get noisy from playing videos.

the gpu is dead silent because there is no fan just a heat sink and the metal bars get pretty hot is just the syupid cpu fan

Oh, you got one of those fan-less gpu for gaming? Bad idea, IMO.
