Well that is common if you want to keep your CPU cool with such specs..
Also check your bios,or cpu software (if installed) to see if you can change how the fan reacts based on temperature. It may even be a little physical switch that is connected to the fan (part of the power cable)
They are the only three things that I can think of that will control your cpu fan.
