Perhaps the review system makes people more critical of games. Oblivion was the 2nd game I played this generation at a time were I barely paid attention to reviews and i thought it deserved a 95/100. Now a research games on the internet and hear about the flaws and ll it does is make me notice imperfections that would not otherwise have cared about nor noticed.
So I agree that the system is brocken only because ratings should not affect a person's expectations as strongly as they sometimes do.
Also still think your explantion is vague and am interested on more elaboration if you care.

Oblivion was the breakout from the grasp of JRPG genre dominance last gen , lt felt new and frish with all that open world ( OMG ) so it was rated according to that with overlooking many of its serious issues , some of issues were bad even compared to last gen games so I can't say it was perfect by the time of its release like bannedagain said .. I respectfully disagree with him ^^
Oblivion isn't the first of its kind you might say , true but it's was the remarkable one and many brilliant decisions helped it to take that position such as the early release this gen and being multiplatform .
That's all ^^ , I'll drop it for good as people already begin to see me as Oblivion blind hater XD
