They didn't discover bacteria using arsenic, they induced bacteria they found to do so in the lab, and again it was only their DNA. Surprising, but not game changing.

If they'd discovered non-carbon-based life on earth that's why everyone should be like OH SH-

Yeah, even though they just induced bacteria in a lab to use Arsenic in their DNA, it's still a big discovery in the search for extra terrestrial life (if we ever find some that is). It shows that life needn't be in a form exactly like us, that life can potentially exist in other forms.
