It's called Proto-Capitalism because it isn't Capitalism.
In order for Capitalism to work it requires a producer, resources and a consumer. If a country can't barter with these three things on the table they lack any ground work for a Capitalistic pursuit.
Then your also screwing up or jumbling up two totally different things, Facism is a method of policy crafting while Capitalism is a method of working an economy. I would love to see a Democratic Fasicm.
What I'm getting at is that at it's roots for Capitalism to work you need consumers and consumers wont consume unless they need or can own something that meets the demand that's all.
Since you don't seem to know here is the definition of Proto-Capitalism:
Proto-capitalism is an economic system characterized mostly by the absence of large corporations and the buying and selling of items from artisans skilled in their respective jobs. Therefore, tailors make clothes, general stores sell miscellaneous goods, and so on. Though the name may give a different impression, suggesting primative, and therefore, regulated capitalism, there are no tariffs or taxes in this economic system. It is similar to capitalizm in this respect, but without the large monopolies. As of now, proto-capitalism is only used in The Aristocratic Thalassocracy of Myroria and its colonies.
It's actually wierd how many people will leap to say Capitalism or Free Market Capitalism is a facism when the two are so totally different. Maybe because Capitalism in short term leads to monopolies but the long term is always over looked, how many monopolies have fallen and required government aide to stay afloat? The answer is more than you seem to be giving Capitalism credit for.
The beauty of Captitalism is that it is brutal change that is accepted by a very powerful country. why it's brutal change is that it 's shapers sink or swim as it responds directly to consumers demands.
