It's still a fairly new rule; it just became a problem quickly. Right now, if you've not been warned for it, you will be given a formal warning for spamming on it, regardless of prior moderations. However, this is also a grace period; at some point, it will be treated as general spam, and be a step in the spam moderation ladder.
