Tactics Ogre is an offshoot of Ogre Battle. Final Fantasy Tactics is basically a watered down Tactics Ogre with a Final Fantasy skin.

You have to read more carefully, there was a comma after "hell", so it doesn't belong to the game's name. The Wars series already existed on the original Game Boy and when it came to the GBA "Advance" was added. Really not uncommon for a Nintendo series to get a name attachment that indicates which system it's on.

What is uncommon though is getting names of games that are not on the named systems, for example Famicom Wars DS referenced platforms it wasn't on in both the Japanese and the Western name.
