There were rumors years ago that Sony forced a number of developers to support PS3 to keep making PS2 stuff in its hay-day. I'd expect Nintendo to try something similar, but backwards - if you want 3DS kits, keep supporting Wii.
I think we'll hear some more at the Sept 29 event though. You do have to remember though that the Wii market is something like 55m for sw in Japan ltd through Sept 2010 (shipments) while in the West, you're talking a 550m market. Even if Wii Sports was bundled with every Wii in Japan, the Japan Wii sw market would only be 62m - still 1/9 of the west. Traditionally, Japan should be 16-20% the size of the Western markets for sw.
For all the complaining the western publishers have about the Wii, the base has passed critical user base / game purchasing levels for them to be somewhat happy, given that there are numerous "western" million sellers and it only takes something like 250,000 units for most games to profit on Wii. I don't think Wii (or PS3, or PS3 X360) has reached a level in Japan where publishers consistently profit on console games, and so they are hesitant...which slows down the user growth...and makes it harder for the economics to improve.
