Like many others in here, I'm also going to say the Wii. You have a bigger list of games that you're interested in for it, and the games on it work as a decent complement to one of the HD systems. In comparison, you say that you don't want to pay for Live, and many of the 360's games are either on the PS3 or PC already, so I don't think you'd be opening up enough options by getting one...
...unless, that is, you like the small indie games. (Think small like the PSN Minis.) This is, frankly, the area where the 360 beats all the other consoles. They have the largest selection of games there, and if a game only sounds mildly intriguing, you can check out the demo for it. Because there IS a demo. Period. This is something I wish that we'd see more of from both Sony and (especially) Nintendo.
So yeah, unless you're in the market for some little quirky games, and a lot of them, I'm going to side with the Wii.
