as you stated it comes down to a popularity contest based on certain criteria so some one being well known isn't a major factor, because you can gain lots of points with out being a huge poster on the forums , having said that the people on the list are all well known if not well loved.

He is voting down the person he is least familiar with or seems like that's what he's going with. I know other people on the list that he would probably have voted down in a heartbeat if it were based on his personal feelings toward people. if the competion was for the most famous/ infamous you should just have a positive vote with out there being a negative vote at all, human nature dictates that some negative voting will be cast on personality clashes as much as who is the most famous VGer so it seems to me that this contest could have been a lot better if leo had used a bit more foresight when coming up with the rules that way you would have the same criteria from the get go to the end
