Since China's joining of the WTO, their central government has continually promised to increase the IP protections present within the country. They have adopted a number of such protections, and they have attempted to increase the rate of enforcement of these things, but it's not really that simple unfortunately.
The provincial governments often have rationales and interests that are at-odds with the Chinese government on a national scale. While the national government wants to increase IP protection and receive the benefits on the world stage, the smaller scale governments within China are more interested in kickbacks and local employment issues, etc.
As a result, even though China is trying to improve their record on IP issues, things are slow going at best. It unfortunately isn't as simple as pursuing this because it's an obvious violation of their intellectual property rights.
