To prove the point that Reggie WAS talking about US only, here are all the collected sales numbers for the Metroid series so far:

You will note that legacy numbers - those for Gamecube era and before - are based on financial reports from Nintendo. They are absolutely accurate.

Metroid Prime sold 1.98 million units in the US. It's the only game to sell over 1.5 million in the US. The 2 million barrier in the US has never been broken, which is perfectly in keeping with his prior statement.

Ergo, he expected Other M to outsell the original Prime - at least in the US.

Which, yes, means that Other M has so far set course to fail to meet sales expectations.

EDIT:

And while I'm on this point, I'm going to point out that Corruption sold 0.9 million in the US! Which means that if Other M was expected to break the 1.5-2 million barrier in the US (which it was, according to Reggie) then yes, it was expected to double Corruption's sales numbers in the US.

Of course you realize that if Super Metroid is the most successful Metroid then outselling its numbers (a cool 1.5 million or so) would mean outselling Metroid Prime - in fact, that would be reflexive, wouldn't it? By your own position you acknowledge the validity of that claim.

I can't find a statement where he names Metroid Prime specifically, but the statement you continue to cite illustrates that he wanted Other M to break the sales barrier that Metroid never has in the US - and yes, that would include the original Prime. The point is proven for me.

Sales being "bloated" means absolutely nothing. A sale is a sale is a sale is a sale. Metroid Prime was owned by more people than any other Metroid, period, end of discussion.

Reggied was obviously talking about the REAL Metroids.  So Metroid 1-4, not those Retroid spinoffz. ;)

Ignoring Retroids, Super Metroid was outsold worldwide by Metroid, Metroid II, and Metroid Fusion.

In the US alone it was outsold by the same games, while actually being tied by Metroid Prime Hunter.

So your telling me you still haven't found the quote you said Reggie expected Other M to beat Prime and the best you could do is ASSume that's what he meant!!!  Okay then I'm done with you...movin' on!!!

Your interpretation of events concludes Reggie assumed Other M would outsell Metroid Prime.

Metroid: Other M is not selling well. It is doing average in America, and bad everywhere else, and guess what? Every single week Other M continues to decline. Every. Single. Week. I'm also judging the decline by comparing it to Metroid Prime 3: Corruption, which only sold averagely itself for a big Metroid title. Other M is doing worse than an average Metroid game (in terms of sales). It doesn't matter what Reggie or Nintendo said they wanted from the game in terms of sales - We have eyes. We can see for ourselves. We can determine what "success" means for ourselves. We can determine what failure means as well. Other M, at its current rate at least, would be lucky to make it to a million sales lifetime. It doesn't matter if they meant 1.5-2 million sales in US or worldwide; it isn't going to reach that in either category.

 

When Donkey Kong Country Returns is released, Other M will practically cease to exist. There isn't much hope for Other M in the holidays at all. I haven't even mentioned the competition it'll get from other consoles, either. Stop trying to feel safe about Metroid, because you should feel very, very concerned.
