If I remember correctly FF8 was the one which the world leveled up with your character. I hated that. It kind of kills the idea of leveling up to take on the main boss. That's what made the game seem so challenging.

That's true, but you could get certain spells quickly through various means and boosts Squall's strength. Then you get some HP-Junction, keep him at low hp and Renzokuken your way through the game.
Vanille was the reason I rated FFXIII a 7 instead of a 6

Yeah, the game's strongest point really was the characters in both the emotional impact with the story and in the battle system as you said. I have to say though, I found the Sentinel class fairly useless except for certain boss fights.
My biggest criticism was the lack of side-quests (they were all just battles) and towns for a bit of respite from the battles and story. With those I think the game would be near perfection for me.
Vanille is useful, she has the death spell, which is very good for grinding
There are no useless characters in FFXIII. Everyone is useful in battle in their own way, and they all play a vital role in the story. FFXIII has some of the most decorated and well-developed characters I've witnessed in a JRPG this generation.

OT - FFXIII is a good FF game, that had a potential to be better though.
