Well Japan is no surprise. Handhelds are dominating there and the PSP is getting great Japanese software support. Others seems to be following Japan somewhat in embracing handhelds. The PSP might be feeding off the DS's success in getting people into the handheld market.

Part of it is geography. Japan and Europe are smallr in size than America, which means they use public transportation (as it is easier to do there). So, handhelds are good for them as they can play them on the go. In the US, you have to drive yourself everywhere, meaning you can't bust out your game system and play it. The DS was able to compat this problem by appealing to users with unique software titles like Nintendogs and Brain Age, allowing them to break the mold of handhelds in the US. The PSP didn't break the mold, so it has to sell to the same market the GBA sold too, which is limiting. While some will point out that you can watch movies and play music, but so can every other portable device. Consumers will pop out their iPhone or cell phones before busting out a PSP, a system which is bulkier and has weaker battery life. It has to sell on it's games which do not break the mold.
The console sales now are low thanks, in part, due to their age. Consoles peak in their 3rd year. We are not past that point, and have gone though 4 Chistmases, meaning sales will be lower. The other reason, which may be more importaint, is they are not getting what increases their sales. The Wii increases when software comes out. Since 2008, which had a weak line up of software in Q3/Q4, the system has be under preforming. Since then, we have gotten two sequals and New Super Mario Bros Wii, which helped, but I doubt can carry the Wii all on its own. The big jump in 08 was thanks to Mario Kart Wii, Super Smash Brother Brawl, and Wii Fit, all big sellers, which helped to keep hardware sales high. 09 and 10 (so far) have been week. Nintendo will need a lot more compelling titles to keep sales high. The PS3 and 360 get boost not from software but ferom price cuts. The PS3 did well thanks to going to $300 and I beleive the system is far more elastic in demand than the 360, despite the 360 having better sales overall. PS3 sales are starting to come down to baseline and will stay that way until Christmas and/or the next price cut.
