I highly doubt Reach is an indication of the 360's max visual capabilities. We've only seen the multiplayer visuals as well. The most impressive visuals in the series have been in the campaign. Also, it's designed to be 4 player split screen so that may limit the amount of detail developers put into it. Gears of War 2 is another game designed with split screen in mind.
I thought the original Mass Effect was pushing the 360 to its limits. But then I played Mass Effect 2. People will disagree, but I think it has the most detailed graphics on the 360 so far. And I presume Mass Effect 3 will raise the bar.
