Game doesn't have to be exclusive.  In fact, the PhyreEngine is easily ported to other multicore devices (ala modern PCs).  It's rarely been used for multiplatform games, however.  I only know of one case, and I can't recall the name of the game.

Sony ceratinly won't help you port it, however, so it's up to you if you want it done.  Most developers will simply opt for a fully multiplatform middleware solution that provides equal support for all platforms, ala UE3.0.

Ahh. So while you're able to Port the game made by the PhyreEngine, it would be more of a hassle then to just go ahead and use a multiplat engine? Im guessing if this is true theres a really high chance that it would be an exclusive title?

yes, mana khemia 3 is on that list and Atlus has 2 projects using sony's engine

The New PS3 exclusive games, Atelier Rorona are using the engine. So is Last Rebellion, Cross Edge, etc. Lots of these super low budget JRPGs are utilizing it to bring their stuff to the PS3.

I think Demon Soul's at least uses some assets of Phyre Engine. There is a strong similarity between DS and the tech demo showed for Phyre Engine....

Phyre Engine is technically a multiplatform engine that simply speacializes in utilizing the PS3's cell processors to it's fullest. Its a PC/PS3 engine and by default that makes it PC/PS3/360 because the PC and 360 architectures are so similar(stated by multiple developers). I believe Grid was helped by the PE and its fully multiplat.

The only requirement of you from sony is that you have a Sony Developers Liscence. That does cost unfortunately but Sony has been slowly cheapening the price of the PS3 developer kit.
