Take that report with a grain of salt. That's AdMob tracking their own ad requests, so don't expect it to be representative of actual usage. Furthermore, AdMob is owned by Google, so they're liable to have a bias towards Android devices.
I prefer to use NetMarketshare for impressions of OS/browser usage. Although they also have some issues, they're a more independant source:

Furthermore, Android hasn't yet proved to be a vibrant marketplace for new handheld content. Three of the top ten apps are emulators, which isn't going to look good to publishers. I've seen mobile publishers talk about backing off from Android development because the money isn't there yet.
More on topic, the 3DS is launching in 2011, seven years after the DS launch. The DS was launched at a time when GBA sales were still strong, so this isn't really out of character for Nintendo. They don't want to wait for the DS to die before they launch the 3DS. They feel that they have enough new hardware to offer a substantially improved handheld gaming experience, and they want to hold on to the momentum and pre-empt any competing devices by launching first.
