Cing went into bankruptcy (not out of business, small clarification) because they couldn't keep on schedule. Their last release (Again for Tecmo) ran over a year behind what was planned. Their games actually sold well considering the team's size, the problem was they'd always go far off schedule (and as a result far over budget).
And XSEED is wholly owned by AQ Interactive, which is funded chiefly by ex-Sega president Hayao Nakayama. They have little overhead, they coordinate chiefly with external localization groups, their promotional costs are basically nothing... unlike Marvelous or Nippon Ichi, they're nowhere near the verge of going out of business. ;)
Anyway, 28k 1st week is actually great for a game like Fragile Dreams, and if I'm not mistaken is actually the best we've seen for XSEED this generation on any platform. In fact, the only XSEED game to ever do better 1st week was Wild Arms 5 on PS2, part of a long running and popular series, and it only did 29k.
Depending on who you ask, a flop is when a game sells below expectations OR a flop is if the company loses money on the game OR a flop is when some absolute numerical number is not achieved.
The funny thing is, some people keep changing the definition just so they can call a game a flop. So - if a game sells a lot and certainly made a profit, they will say it was a flop because they expected it to sell more, and say that is what a flop is (when a game sells below expectations). If a game sells well above expectations but not huge numbers, these same people will use the absolute numbers definition. And if it makes the company money, they will either say that can't be or again either use the below their expectations argument or the absolute numbers argument.
OT: Fragile did well above my expectations first week, I feared it would do less than 10k.

I actually in a way hope this game doesn't do so well, so the price goes down quickly and I can afford it. I know that's pretty selfish of me but if I wasn't so poor I wouldn't be that way :P
I guess I want it to do decently, but not THAT well.. Which a 28k start in America is about in line with :/
