I just disabled my internet connection in the PS3's options and tried to start the game and still got the error. Doesnt sound right but its happening.

I don't know if you are understanding what I'm saying or maybe I'm missunderstanding you. Heavy Rain is the only game that it's trophies are connected with the PSN no other game is like that. And by connected I mean that that PSN has to work for Heavy Rain's trophies to work.

People are trying to say it's because of the leap year, but it isn't a leap year so the servers couldn't be messing up because of that.

It was a joke because of the date your PS3 is showing 12/31/1999. (you dont remember all the fuss around the millenium bug)
