My guess:

Sega wants to buy Scalebound from MS cause Sega and Platinum Games stick together like glue lol

Didn't Microsoft put alot of money to make scalebound ? it would um probably cost Sega alot to purchase that IP They also have to put alot of money themselfs afterwards to have Scalebound be finished I think since Microsoft put insane amount of money for 2 or 3 levels only. I imagine what would it cost with 15 more levels O_O

Maybe Sega can buy it for cheap.  It's seems pretty worthless to MS so maybe they can recoup some of their loss?  And maybe Sega can get PG to finish it off for cheaper since they're tight lol

Do you think Sega would put the game on Xbox one/PS4 if they did buy it or they'll make it Switch exclusive?

Why would they make it exclusive on any system?

The only way i'd see it exclusive is to MS, and that's like if MS deal was to sell it to Sega but keep it MS exclusive.

But I think if Sega were to buy with full rights, they wouldn't make it exclusive.  From what we've seen of the game probably PS4/XB1/PC most likely and not on the Switch.

As long as this doesnt effect Atlus.... I dont care.

Likely its just MS buying some Sonic games or such for their console.

Hold on, Atlus is owned by Sega? They make Persona and Souls/Bloodborne games, right?

Sega want something that sells terribly in their native Japan so they're asking the experts.

I hope this is true?

I hope that it's happening at all. Makes no sense for a franchise like that to be exclusive.

It was as popular as Bayo 1 back in the day?.

I don't see how it can't be made exclusive, seeing as how no one else has chosen to fund for a sequel, yet Nintendo funded for Bayo 2-3. I feel like it'd make sense for MS to fund an action paced shooter like Vanquish.

I didn't say that it couldn't be secured as an exclusive. Obviously, just about any multiplatform series can. If it needs the funding to exist (which we have no idea of, right now), then great, make it happen—exclusive or otherwise.

Well considering on the game itself being just as niche as Bayo originally was, I'd say it'll gain funding via another party. Sega seems happy at this point to let others fund their IP's in turn for some form of exclusivity, but at the same time they are happy to fund games for others (like Games Workshop IP's for example).

Whether it's as niche as Bayonetta is neither here nor there, for me. Even the exclusivity, itself, isn't the issue. Rather, the actions just prior to, and surrounding, it. Vanquish was just released on another platform. I'm sure fans of said platform would then expect the next game in the series to come to theirs as well. If it's in a dire financial situation, as Street Fighter V was said to have been in (and Bayonetta 2 was rumored to have been in), then that's one thing. On the other hand, for the next game to suddenly be available on only one system, just to keep it off of other platforms, will always be a problem for me—if that's the case. No matter who does it.

We had this happening with Bayo 1 recently, in regards to seeing it re-released on PS4, X1, Switch and even PC. I feel it would be the same in thought for expecting more to come from recent events of having the first game ported over to another platform.

Nintendo didn't fund for Bayo 1 to go everywhere else, Sega did that job. But I'm thinking that since Vanquish has now been ported to current gen and PC, the same sort of deal could happen with MS and Sega, for a future sequel being funded by them and then being made an exclusive.
