I believe the console is to support 4k TV's because sales of those TV's are increasing, so why not try to have a device that supports it, in fact the original rumours for the console was that it would support 4k tv. I think that if they do provide some enhanced specs it'll purely be to make sure it can output 4K 60hz video properly without slow down. Any additionaly GPU or CPU power will be locked away from developers, effectively giving it the exact specs for games as the current PS4. Sony aren't about to throw away the loyalty of around 40m PS4 owners. They're already the most powerful console so there isn't any need to improve, only to keep up with pc's but that isn't going to happen anyway with a moderate increase in performance.
It's in their interest to have a large gap between PS4 and PS5 (if there is one) too, it'll give them a big selling point as it always does.
