Apparently Peach's floaty jumps give her the advantage:

when you jump in this game you maintain whatever your ground speed is while in the air (for a certain amount of time anyway). Using the catsuit dive you are able to reach speeds that are inaccessible to the characters by normal means, making Peach a solid character for many speedruns. By executing a dive and following up with a scratch just before hitting the ground, that air speed is carried over into ground speed. The ground speed that you achieve is faster than even that of Toad's boosted run speed. You can then keep that speed by doing repeated jumps just after landing, which in combination with Peach's floating ability makes her the go-to character for both speed and control.
