Reality Manipulators would win any contest like this. Manhattan is good but compared to say Jaspers or Clyde Wyncham, not sure he'd do that well. Living Tribunal maybe, not sure about the DCU ones.

I'd counter with The Fury but even it can be stopped by some reality manipulators.
