Actually, even as people can and do make multiple regional accounts, I'm not sure it is actually allowed by Sony.
If it isn't, but they just currently don't care about it, but eventually do, if they get you buying games from different regions they could ban your account.
And what does a banned account means in an all digital future? You lose your entire library tied to it =D
People better not get hacked or not have other people fooling support chat and getting access to their accounts without ever even needing to hack them, both things that have happened and still happen, because they will lose all their games they already not own too. PSN is very secure as we all know... not.
It only gets better and better.
