Neither of these are really correct.

Modern console games get dumped by the console getting hacked, once the console has been exploited it doesn't matter if the game is digital or physical they can be dumped. 

You can play digital games from other regions now, all you need to do is create a second account for that region. I used to buy digital games on different region PSN accounts to get cheaper prices. You can play the games on your original local account for achievements etc if the foreign account sets the console to primary.
