False equivalency. The ps4 is old hardware and thus doesn't get new games. In some cases, it could be hardware limitations, in others it could be complete lack of interest. Just because a piece of hardware doesn't get a game doesn't mean it can't run it.
The Switch 2 doesn't have Silent Hill F, because it can't run it, am I right? Lol, of course not. The Switch 2 could run it.

Minimum GPU for RE9 is a 1660, the ps4 pro is around a 1060. They are within 13% performance of each other. If Capcom wanted to, RE9 could run on a ps4 pro.
Minimum requirements for Survivor is a 1070 and is a next gen game only, yet it exists on the ps4. Porting can be done. Lack of games doesn't mean it can't be done, in most cases.
