Yes. It's more pixalated due to the upscalling I think. I spent the afternoon replaying Metroid Dread and the graphics were worse than Switch 1 version

Some people on reddit stated it was because the HDR was on. I'll try it again with it turned off when I'm back home, but it will be really annoying to be turning HDR on and off when I change games 

Games locked to 720p while on handheld being simply upscalled to 1080p will be a 1.5x increase and really won't look great indeed, even worse as it may be a more broken number bellow 720p to begin with, so without a patch it really can't be fixed.

But while docked games must have had the 1080p internal render so the upscalling would not look as bad on the TV, so I dunno why it also looks this noticably worse on your TV as well.
