I think Sony just didn't care about Japan as they were clearly prioritizing the USA and using both Japan and even Europe at a lesses extent to try to prevent raising the price there as much as possible.
What they did on Japan deservedly took their product down, it was doing fine like the PS4 and the PS3 before it, but them they just showed Japan the middle finger and for over a year now they just watched it burn down without a care.
Since the new japanese CEO took over on April this year, it seems like they finally started trying to take Japan in consideration again, with games like Tokon to mix japanese culture and style into a massively big and deeply american brand (Marvel), now a state of play in japanese, with a japanese only product to deliver a better price there and not use it as fodder to be able to direct more funds to other places, the CEO being there to personally announce it.
To me it's a clear attempt at changing how they treat their customers there, they are finally trying to communicate and show some respect again.
I don't think it'll make a big difference during this gen, but it may build foundations for next gen, specially with the PS handheld that is able to play games at the PS5 version looking like it'll be a reality, and the japanese market is far more easily convinced to adopt a handheld than a home console, even the Vita found somewhat of a public there, so they might actually starting providing them with good reasons to eventually come back around to Playstation.
