I dont follow this reasoning, despite Switch releasing while there were no 9th gen consoles from Sony and MS, it doesnt change the fact that it was succeding their 8th gen systems (WiiU, 3DS). A few years without their gen counterparts wont invalidate its next gen status as we saw other examples in previous generations.
And PS6 announcement is somewhat close and its clear they will follow the same pattern to chase for more powerful specs. Althought, it is not a concern for me because I wholeheartedly agree with your last paragraph. Handheld experience is way superior to give a damn about the power discrepance, especially now with diminishing returns
