In virtually every data set, there will be some data missing. It is extremely common in police data due to different reporting requirements across jurisdictions, incomplete data entry and human error.

As a non-ethnicity related example: I found that for youth crime sentencing, age group data was not available in 8% of cases in the UK in 2024.
