Well that depends on what you personally find unfair. I mean can you think of many non white people that have been charged with hate speech or hate crimes in Europe?

I grabbed hate crime data from the UK because it was fairly easy to find and found that if you exclude cases where there is no ethnicity data on file, about 15% of hate crimes in the UK have a non-white perpetrator, which is roughly equal to the proportion of non-white individuals in the country.
