Why is this a concern now? Why arent people complaining about hackers losing their PCs? or traffic violators losing their driving liscense? I mean they paid for it, so they own them, right?

Hackers do not get their computers taken away, they still own them, they are just punished by the law according to whatever they did. And Traffic offenders do not get their vehicles taken away, they still own them, they are just not allowed to drive.
