Well yes, the end result for the consumer would be a higher price than $450 in any case.
But the main purpose of a delayed pre-order start is about not committing to anything during uncertain times. In a month's time it might very well be that the Trump administration has blown the whole thing off because the damage to the US economy is too severe, so things can proceed according to Nintendo's original plans.
