Smash has already blurred some lines by having third-party characters and third-party characters like Sora who interact extensively with characters who originated in animated shorts first.
Goku absolutely breaks the kind of crossover Smash is. Dragon Ball may have a lot of video games, but it was a manga and anime first.
I also agree that the discourse surronding Goku would be irritating. There are so many characters who should be in Smash. Characters like Goku, Shrek, and Mickey Mouse are not those characters.
