You have to be stupid not to understand that. The 50billion are more but it's still less per capita. There is just 0 logic in saying that the smaller country has to catch up and that the bigger country did more as they had to.

USA can obviously blackmail others because their 50b are more than the 2b but the small country still does more with their possibilities.
