No, I don't contradict myself when I say that a country spending let's say 50b with 320m people isn't trying more than a country spending 2b with 5m people. 

You have to be stupid not to understand that. The 50billion are more but it's still less per capita. There is just 0 logic in saying that the smaller country has to catch up and that the bigger country did more as they had to.

But like I said, Homer Simpson wouldn't understand that neither.

USA can obviously blackmail others because their 50b are more than the 2b but the small country still does more with their possibilities.
