I'm pretty sure there were leaks long ago saying devs had new hardware they were playing with, which would've been Pro. If they were correct, which looks like they were, devs who had it, should've had plenty of time.
Better experiences sure, but how much better for how much more money? Having a top tier steak with gold leaf sprinkled on it would be a better experience, but would that really be a more useful meal, especially at the cost?
Next gen can't start until the hardware can be reasonably more powerful at $499 or less. Until that's possible, there's no point in moving on from PS5 (Pro).

PS3 - #- We must build a console that’s powerful, social, costs and does everything.
PS4 - $- We must build a console that’s affordable, charges for services, and pumps out exclusives.
PRO -%-We must build a console that's VR ready, checkerboard upscales, and sells but a fraction of the money printer.
PS5 - ^ -We must build a console that’s a generational cross product, with RT lighting, and price hiking.
PRO -&- We must build a console that Super Res upscales and continues the cost increases.
