The yearly budget of FEMA is approximately $30b. $640m being spent on migrants didn't bankrupt FEMA. Disasters are just expensive. This is just more "blame immigrants for everything" propaganda.
This is also something that happens with some regularity, because when major disasters hit, they are expensive. Here are some stories about FEMA running out of funds in previous years:
