Out of curiosity which version of RE4 are you considering? I haven't played the remake yet myself, but I plan to do so before too long

I plan to play the Wii version of RE4, based on recommendations I got in an earlier thread.

I know people call Dark Souls an action-RPG, but that is not how I played these games, at least not until Elden Ring.  I completed both Demon's Souls and Dark Souls before I realized that dodge roll was a common strategy.  I usually play a STR based warrior that uses a shield.  I try to approach every situation strategically if I can, because these games feel like an old school tabletop D&D game (like 1st edition era).  Everything is supposed to kill you, so surviving is about using your mind and not having fast reflexes.  I also like building my character the way I like.  For these reasons I don't really care for Bloodborne, because it's trying to be an action game, and I don't play Souls games for the twitchy aspect.  

I prefer to call Dark Souls a real-time RPG instead of an action RPG.  It's clearly not turn based, but it's not really a twitchy game, and it wasn't designed to be that way originally.  I believe the developers realized that a lot of people were playing that way, so they've gradually tried to make the gameplay more twitchy with games like Bloodborne and Sekiro.  Elden Ring finally mapped jump to the X button, and it still has full RPG mechanics like Dark Souls, so that got me to play FromSoftware games in a more twitchy fashion.  Still, it took basically 13 years of iterations before I even started playing this way.  It's not the action aspect that is the draw for me.

If I want to play a twitchy game, then I'll usually play a 2D game or one of the few twitchy 3D games that I like such as Mario Kart.

Nice the Wii version is the only one I've ever played. It takes some getting used to since your movement feels fairly limited, but that's somewhat fitting for a survival horror.

Anyways there are definitely many different playstyles in Dark Souls, I also went for a shield strategy in the first, but I still think the action-RPG term fits. "Action" is always a bit of a relative term, Zelda games that are the quintessential action-adventure series aren't really that action focused (or "twitchy") either. And well I wouldn't really say you need to worry about OoT then since it has both shielding and dodging like Souls and generally you can just use whatever you prefer. Like Peelman said it's also more adventure than action, puzzle solving and the like is also a large part of it.
