I doubt there's much work happening on the next Mario Kart title. I am nearly certain that they've had that game in the can for a few years now.  They're just still milking Mario Kart 8 successfully, so nine will probably not hit until early in the next console generation. 

I would have it day 1. It's Nintendo's biggest franchise (it's not even really close) at this point so why not. As a racer it's easier to release it too and then have DLC tracks added over time just as they've gotten the Switch userbase used to already with 8 Deluxe.
