The best reason I can give right now, is that a sudden influx of PS5 stock doesn't mean that a sudden influx of old PS5 games would be shipped. Due to low stock the PS5 had limited shelf space in retailers, so it is not like they can suddenly expand that for all the Software released so far. The contracts for all the games shipped so far have already finished I assume.

So basically, they do have space for the hardware stocks but not for the software ?

I guess the PS5 is truly the Astro Bot Playroom machine in Japan/s
