From a business perspective, this incentivises consumers less to jump up to higher tiers. 

But I get what you're going for: it's an interesting proposition.

PSP games were supposed to be similar to PS2, it was a portable PS2.
Vita for example would be added to the third tier as it is a portable PS3.

If the service is good enough and you like their offering of PS1 games at the base tier, it might incite you to go for the middle or top tiers.
