No they don't only mean PS and PC.

"[Bungie] will operate autonomously within the Sony Interactive Entertainment organisation, and they will continue to publish on other platforms".
= PC and at least one more platform that isn't Playstation.
So yeah they most likely won't make Killzone or Resistance.
