I don't think that changes anything in regards to your cat-calling example. People don't cross the line from not cat-calling to cat-calling just because a lot of attractive ladies walked by. It isn't a product of the number of sexual thoughts, it is the interference of a separate variable. Taking action is largely distinct from attraction, and I would need to be presented actual evidence demonstrating that having sexual thoughts creates actual harm.
It seems like negative thoughts towards yourself regarding sexual guilt would likely be more damaging to one's mental health than a completely normal sexual thought, which I wouldn't call "bad" or "unhealthy". This feels like an offshoot of classical religious arguments towards masturbation and sexuality, which seem to be far more self-evidently damaging than entirely normal sexual thoughts and entirely harmless sexual expression such as masturbation and playing ecchi games.
